To promote your hottest news and display announcements in short or even place some link text advertisements, the best position to place them, I think, is the top of all pages on your website/blog. It’s just a single line of message, note or information that is highly visible and the first thing your visitors have to see. But most importantly, it stays at the same place doesn’t matter you scroll up or down.
There is a WordPress plugin from maxblogpress.com called MaxBlogPress Stripe Ad which helps you to deal with that idea.

It’s available for FREE download but you need to sign up and confirm your email address to active the plugin. As it’s a completely WordPress plugin so you can manage and create links/messages as much as you desire via the admin portal:
A thing I like best from the plugin is the Weight property. It allows you to set some links will appear more frequently than others based on its weight.
Furthermore, you can fully custom everything on how it looks and feels and how many time you want to show the links via the Advance Options.
It’s really a great and free plugin with a lot of customization options but wait, there is a weakness. After created some links, I was very eager for checking how it works and see that it was working as a dream. However, there is a ‘Powered by MaxBlogPress’ link which always appears at the right.
To remove the link, you have no choice except that you have to upgrade the plugin to MaxBlogPress Stripe Ad PRO version. As it’s really a great plugin, easy to use and fully customization with just few clicks. I think it’s suitable for almost bloggers who are caring about the time and don’t care too much about a small money to get a perfect solution installed on their own blog.
However, as I’m a developer so I always want to get all my stuffs done without any payment. Therefore, I decide to Create the Stripe Ad or the Header Ad by myself from the ways that MaxBlogPress Stripe Ad does with some hard coding on styles and colors.
